GM Housing Block Request?

Is it me, or is it almost impossible to find information about GM housing block requests? I imagine I'm missing something very simple, but I've been navigating around this site for 20 minutes now and I'm beginning to think it's hopeless. Help!

Yeah, it's in a non obvious location.  Click on the "Events" tab and go to "Tips for New GMs".  The links are about halfway down.
